How do I build the wall?

I decided to restart the game and I chose my Main goal to Build the Wall. I used the search function in the Steam Hub and I saw that there are apparently options for projects for the wall in the Migration Control section of the Projects menu... but I don't see anything that I think it might help build the wall (because building the wall and the project Open Borders are mutually exclusive).

It's my second attempt to build the wall. Based in my past experiences here's what I remember (possibly spoilers alert):
-One of my guys came and told me that we needed an insane amount of money to build the wall. I accepted to spend the money.
-Some time later (I don't remember after or before my second term) the same guy comes back and tells me that we still needed even more money, I accepted to spend the money.
-The wall was not finished by the time the voting for the second term began.
-I did not fulfill my main goal, resulting in most voters hating my guts. Despite that, I got reelected for the second term, possibly because of my other secondary goals.

So... How do I build the wall? Is there anything like a hidden option that needs to be unlocked by progressing in the story or something?

ya there is a bug that says china had stop a virus or something ya there is a bug in this mission, I told the devs about it but im still waiting untill there gonne update the game, have the same problem

I'm mad also. There a political bais here. Game is rigged so you can't finish the wall. It said need to hold "Build The Wall" project for 20 turns. There is no project by that name. There were 3 projects related which I got checked off on but there is no option that will complete the wall.

It looks to me that the DEVs are against the wall so they designed the game to not allow it. I feel cheated.
