It's because it has anime style art so it automatically gets tagged as sexual content. When Steam was going after 'sexual games' the only actually went after anime art style games.

This girl on the right in the screencap is definitely set up in a way to sexually appeal to the viewer. I don't know the game, I merely got a card of it in a trade, so I don't know the content, but I can see why people would argue to say there's erotic content in the game. Sexual content, however, no.
