But what do you mean by "version 3" ? - the remaster of the remaster ?

Yes, it's certainly a bug - or at least the option to pick the Bit-version manually before game-start (like in many other games) is missing.
you are correct, the game should pick the correct Version (32 bit or 64 bit) depending on the OS/CPU architecture, that's how everything is setup in Steam.
And the 64 bit version is the version you want to play as it offers much higher resolutions for units, levels and effects.
Not really sure why this problem occurs, but please try reinstalling the game as this seems to solve it.
If it still persists after reinstalling, please let us know and we'll figure something out.

So, it seams, it's a problem with the updates, when you already had installed the older EA-version, I think... can't you force a de-install with/before the update, maybe ?
