There's nothing in the item code to indicate that they'd make it easier to run away, unlike the Speedboots. It's unlikely that they would stop random encounters, but I haven't tested that.
I can confirm that the robes only help you to avoid the Berzerker battle (at least in this version of the Trilogy, I'm unsure about the original Bard's Tale).
You can move past that square, and the berzerker battle is preserved. If you go back to the square and one of your party members isn't wearing the robes, you can trigger the battle.
They don't help you avoid other random encounters.
