I don't think there's a stat that governs songs except level.
I'd suggest dwarf - go for his max of 14 dex and 17 con (and try to get a high hp). On level ups aim for dex increases.
For a bard, they don't need int, so as mentioned con/dex are the most important. I would even go so far as to say aim for DEX on a bard as primary (only class I would say this for), still aim for as high of a con as you can get though.
Bards can front line (4th slot) just fine, and higher dex will help with that a ton. Also it affects how early/fast you attack, and bards have items they can use (like the fire horn), that can obliterate entire groups.
So for the early game, having a 18 dex bard is easy mode basically.
I think Humans can get 16 dex though, and like 14 or so con, so you could go with a human bard with max dex, level that up asap (save scum), and then get the con up afterwards.
