Nah, they "respawn" after a riot, so no...
I killed the whole B-block during a riot, and i still had all 16 of them the day after.

The inmates in death row are not included as a part of the inmates in A or C-block, they are in a separate AI-count.
So you can't kill your inmates.
Even if you as I did, release every inmate trough the routine "Prisoner release" 99 days in a row, they still are A and C block inmates present.
You never have any inmates from B-block released, which is highly unrealistic.
They are as I earlier said pure "immortal..".
I mean if another prisoner stabs you its highly unlikely that you survive.
