I am certain it means "Obsessive Compulsive Disorder". Buying more levels for a business really does not have any impact on your earnings until you reach the level that grants you the next bonus for that business. "Buy OCD" means that you won't buy levels at all for the business until you have enough money to reach the bonus level.
The entire take is that people with OCD would feel that it's "wrong" to buy an amount of levels that has no meaning. I just think the devs mean for it to be some light-hearted fun.
