Small Problem with game?

Playing On Daymare Mode. I had 50 Rounds of handgun ammo and an empty gun. The game would not let me unload the clip from my empty gun through the menu and fill it with ammo again until I found an EXTRA clip of ammo.

Here is the breakdown.
1. Got Handgun with no Extra clip, just handgun with Ammo.
2. Found so much handgun ammo but no clip for about 2 hours, had around 50 rounds.
3. Figured I'd finally use the Handgun instead of the shotgun. Used up my 10 rounds.
4. Went to D.I.D Menu and pressed X to go to handgun then pressed unload mag.
5. This option did not UNLOAD the mag at all and I was stuck with an Empty pistol.
6. Since the mag wouldn't unload I could not load the 50 rounds I had into the empty clip.
7. This puts me in the place of having a gun w/ clip, but its an empty clip in the gun, 50 rounds of ammo, but no way to reload the clip in the gun as the game won't let me take out the clip UNLESS I have an extra clip.

This is a bug, this cannot be intended correct? As I do have a clip in the empty gun, and ammo, but the game just doesn't let me unload the clip UNLESS it can be replaced by another clip.

Hi, no problem if you don't have magazine. You can combine bullets directly to weapon.
Open inventory, on bullets press F, down(to combine), F, E, F.

Not sure about controls on joystick, but on keyboard:
F - Interact
E - Inventory / weapons (E in gameplay: next magazine / switch ammo type)
