Edit: A bit later on this chapter, theres a painting on the wall that is a reference to the movie "Fear and Loathing in Las Vegas".
Edit 2: Theres way too many references of the chapter 3 jeez. Theres some arcade place later on the chapter, with two pinball machines referencing the series Xena: Warrior Princess, and the Alien franchise.
Also three arcades, one called "Full-Life³" (guess this one dont need a explanation :D), other Polybius (this one is quite famous), and finally other named "Killer Shark" (famous sega arcade).
Also on this same arcade, 4 posters referencing the movies Twister, The Fifth Element, Die Hard 2 and Total Recall.
Edit 3: After solving the electric box puzzle on chapter 3 and going a bit up the stair where the electricfied water was, theres a painting on the wall of a girl with a book of quantum physics. Its the gal that agent J shot on the shooting gallery on the first Men in Black movie. Going upstair and in the alleys, theres a poster referencing Deep Blue, the famous computer that on his upgraded version beat Kasparov in a game of chess on 1997.
This is clearly a reference to Mike Tyson biting Evander Holyfield.

Funny thing is is I just watched that movie last week so it suprised me a bit
The switches on the floor reminded me a lot of SH1's piano puzzle order at the school, while the valve dial is like the dial behind the church in RE4.
