When you awaken an artifact, it adds a "20% to cast [a named, fixed spell] on attack" property to an item, in addition to its existing properties. They do not need to be manually-selected attacks to trigger the spell's usage.
The 20% cannot be reforged.
The spell that you get is randomly selected at the time of awakening. It seems to pull from a list of most, if not all, possible spell gems. You can replace the spell for the cost of a second mallet of awakening.
There are other items and traits in-game that can interact with awakened spells specifically.
I hope that helps!
Alternatively, once you get a full party's artifacts Awakened, Panic Attack becomes disgustingly effective (and by the same token, you should be very careful about what you cast Sabotage on in a Tavern Brawl).
