only thing i can think of and that seems wiered in general right now that you seem to play with keyboard and that as someone who uses a controller can tell you that the LC and RC button aint alligned to any feature ingame really, so overall it sounds wiered that you should press that particular button even on keyboard or controller since it aint has any purpose or are there any function alligned to those buttons at least that i can think of right now, so in the controller config settings it say "not alligned", so maybe you original would need to press just another button in general to enter that feature [did you tryed the space bar already xd?], also in steam settings directly you can align buttons to keyboard or controller maybe that would solve it else not really a solution for it then to maybe try with a controller instead of a keyboard somehow.
edit : iam also might think that its possible that you have a *.cfg file stored somewhere in your steam game folder for nba2k19 where your settings been saved and where you could look up if they been really alligned to F1 or page down or what ever you choosed but iam not 100% about that xd, anyway gl.
edit2: just for compleating my thoughts on it even i doubt its that kind of issue, but sometimes functions expecially on keyboard have like double "triggers" for ex like alt+f1 or alt+f4 but the chance to be that the issue in your case is imo very very low, gl.
