Badges wise the forward build in total has more badges, most importantly defensive stopper/pick n roller.
Guard build has limitless range and can get free throw ace to gold while the forward build can only get silver fta.
Have a look here https://www.nba2klab.com/nba-2k19-badges-comparison/ & https://www.nba2klab.com/nba-2k19-attribute-caps/
To get 86 ball control you have to create a player from 5'7-6'3 and use default or lower wingspan. But you will reach 86 ball handling definitely after you hit 92 ovr. So will take a while. Im currently on a 6'3 SG build and got 83 ball control on the 2nd cap breaker of 91 - with 2 cap breakers of ball control/handling remaining if Im not mistaken.
I went for 87 max ball control during the creation because I knew, as last year, that the last BC cap will unlock at level 97. It was like gambling because no one knew at the time wheter you get one or two points at once.
So I got 86 BC around 94-95 instead. Not long after you get the contact dunks animations (You can get them all max height 6.4); I don't remember what bar but it's very close.
Otherwise good luck to level up to 97. Have fun.
SG opens up a bigger world of mid-long range shooting with their slight bump on shots, I went with a 6'3 SG with slightly shorter arms for better overall shooting while staying true to the slasher type.
If you want the LeBron build, go with like a 6'6-6'8" SF, you'll CRUSH people on drives once you boost your stats and get the posterizer badge etc., if you don't care about shooting and wanna be a dunk/drive monster go with the SF. SG can still dunk and poster but not as well
EDIT: And yeah, your amateur player is gonna be slow as a brick. Boost stamina, speed, and dunks/layups first if you want that style.
If someone wants to chain dribbles and combos, have the most fluid movment possible, you have to go with playmaking first. And from my experience 86 ball control is just allowing the momentum and a slight speed boost. But to be confortable and gain agility I think you need at least 90-91 BC, then it's all about speed with ball...
They def slowered the pace this year and I would even say speed has no real value when you compare builds and heights. Not like weight, wingspan. You can tell everyone can catch up with you on a break, and it feels wrong sometime.
But just my two cents ^^ have fun guys.
