Initially, the game will only release on PC. Versions for other platforms are not currently in development. However, if the game has a good launch and is successful, the devs said they'd consider porting it to consoles.

Whether or not there'll be cross-play in the event the game is ported is yet to be determined, as it's probably something the team will start pondering on at least after the game's initial release.
