Been researching and all I've found the last two days is it's either a bad file with AVG anti-virus, or the application itself is corrupt. Well, I DO NOT USE AVG and the file it states is nowhere on my system. So I uninstalled Outlaws, scrubbed my registry, cleaned my drives of ANY traces of Outlaws, and re-installed it from scratch. BSOD at launch.
Someone needs to address this serious issue with Outlaws. I checked around and two other co-workers trying to run outlaws with Windows 11 is getting the exact same error as me.
For me this worked:

This game had development stopped by its owner the publisher who removed the developers access and ceased their contract, Development was stopped before Win 11 was announced so good luck if you own Win 11. See the other threads in the forum about this.
Even though the official servers are still up they are not being actively maintained so your best bet is to try to find private server to play on or just play solo or co op with friends.
Change your display settings or add it into the launch settings to start up with a lower display. Works like it used to.
