I also believe it can be found by one of the tab options in small text at the top of the Steam page.
I followed all the above instructions - created the AdminList.txt file in the proper folder. Typed in "ActivateAdmin" after pressing Shift + ~, but then nothing new appeared after pressing the ESC key???
And if they do not work in single-player mode, then why not?? I think this should be automatically allowed since it is a very good way to test out various things, without having to grind every time.
to summarize :
to access game console :
1 - Go to game options and change a key, this will create a "input.ini" at :
C:\Users\USER NAME\AppData\Local\Outlaws\Saved\Config\WindowsNoEditor
2 - edit input.ini on 22nd line for
ActionMappings(ActionName="Console",Key=Tilde,bShift=True,bCtrl=False,bAlt=False,bCmd=False)
3 - change "Tilde" to "Subtract"
4 - change bShift=True to bShift=False
Now, console will open with " - " on numpad
My problem is after entering ActivateAdmin & pressing Enter. The ESC menu doesn't give me any different options.

Edit the AdminList.txt file found at :
...\SteamApps\common\Outlaws of the Old West\WindowsServer\Outlaws\Saved
Put your Steamid in the AdminList.txt file like this (I am not sure which of the 4 styles of entering the ID actually works and once I got it working I really didn't care to muck around to find out.
Obviously the above number is made up, but it is the right number of numerals as my own.
Changing a random key, ensures to generate the file. then, the console key can be changed, for those that can't get the keyboard to work and open the console.
ofcourse the expeerience is going to be a bit different from system to system.
