Pretty glad I'm not the only one that thought there should be more than one horse on those wagons. The hitch on the front looks specifically designed for two horses, and the hitch post placeable allows for two horses on one object. The actual attached horse on the wagon even seems to be offset to allow for another to fit.
I personally think the developer thought "what am I going to do with two stamina values" and decided to stick with one horse for simplicity. The obvious solution would be to add both values together and half the total. The horseshoes prove that it can be temporarily buffed, so there doesn't seem to be an engine limitation for it other than the existing navmesh/floor bugs.
