Bin emptied at 128/200?

In my co-op game, we got a reward from CJ when we hit 128 out of 200 products, telling us the warehouse bin would need to be emptied (we think?). No clue what changed - what are we missing? What was this referencing?

Wondering too, though the bin seems to be in the receiving area, where the truck comes in
