You have to get out near the solar panels station and push the button to clean them up. System efficiency is lowering because you have trouble recharging your batteries.

Upgrades will slow how fast the effeceincy descends,,
Also, when downloading signals, pay attention to the wall panel near the server room door with the 3 switches, turn the top and bottom switch to the off position and the middle switch to the on position, this will boost the dload speed of signals.
When signal dloaded.. go back to the panel and reset switches the other way to boost signal acquisition and radar rotation.
And..ignore the trolls, take your time,, once you get into the game its a good way to pass the time and chillax.

If you want to increase system efficiency, turn off coordinate detection and signal detection (always do this when it's not in use anyway), turn off boinc, sleep every time night falls (the panel displaying efficiency will show a moon and recharge rate will be negative), and clean solar panels regularly during daylight to keep charge efficiency high. Stuff that might be good to do in this downtime is mess with the rover, explore, or calibrate antenna.
Each time you detect a signal, it has a time limit for which you can locate it and download it. The reason you're cutting out in the middle is either because you are hitting this limit (quite likely given your extremely low efficiency; signal is permanently lost), or high winds offset your antenna enough for their detection to lose the signal (to avoid this, try to make the bars on azimuth and elevation detection as high as possible with full signal detection, and if they get blown off-track just re-enter that position; signal is not actually lost, and can be regained). Something else to keep track of is download speed. If it's lower than normal, run diagnostics. Chances are a server is down, and needs to be rebooted. "Rebootall" usually works, but if not you'll need to go to that server to reboot it from its terminal.
If wind-speed is low, and the forecast suggests it won't pick up again (look for rain), you can save power by lowering your signal detection and relying on accurate positioning of the antenna. Generally, only go for signals when you can keep system efficiency above 80%. Focus on raising it and doing other tasks when it's below that.
It used to be we had to PAY for those things, making the early game a whole lot rougher. Now we can just focus on the proper upgrades for the system instead of blowing it all on fuel.
