Job and devolution

First and all, i've played DT2.... So i'm familiar with job system and level reset for bonus SP.

I want just some insight on details :
1) Like DT2, when you change job do you still can learn old skills, especially those with 0 points in
2) What the bonus for devolution (from memory on DT2 bonus was +2 from level 60 to 69 then you add +1 each ten level up to +5 at level 90-99.... for a max of 50 when crowned)

Every job have one or few passive skills - they relates to current job only.
As for active skills - yes, once you unlocked them - you can learn / upgrade / use them after changing job.
