And to use RPG Maker MV or any other external graphic resource, simply import the sprite sheet, which is typically in PNG format. Now, not being action games, RPG Maker assets do have a number of limitation on their motion, but we do have a sample action RPG-style sample game included with Pixel Game Maker MV to show how it is done (and a sample GIF on our Twitter feed).
A character generator is not planned at this time, due to complexity required to make it work (what motions would be required, side view or top view, etc.), but I wouldn't cross it off the list entirely.
