The Random encounter wouldn't be as hard. If you touch an enemy, trigger control switch, end scene to different map orrr... maybe even do it with layers.... You'll need to save your characters location through variables, so you can transfer them back after the battle.
RPG Maker would be better for the RPG elements you want.
But Pixel Game Maker MV would be better for the 2-D platforming / exploration part.
Both have benefits and flaws depending on which aspect you want more.
