Well step 1 would be to open your resource tab and import the music as a resource.

Step 2 would require you to make a title screen. Here is a very basic tutorial on how to set up a text based title screen. (If you have Gimp you can use similar steps to make an image based one.)

Step 3. In the scene settings you would put the BG music.
