Pixel Game Maker MV is action games oriented and easy to learn. You don't have to code anything to make it work but you are "limited" to the software functionnalities (but there is a lot of things). Game Maker Studio is an engine but without any specialization, you can make all type of games but there is a learning curve and you need to learn coding. There is a sort of "visual coding" but if you want really use the power of Game Maker you will have to learn GML, their script language and if you don't have any experience in coding, you will have to learn the basics (algorithmic etc...). Pixel Maker MV is for action games, like RPG Maker is for RPG games.
That's why none of them is better because they don't play on the same line/type of products.
I like Game Maker Studio but if I want to create without being stressed with coding, algo and so on, I use Pixel Game Maker or a game making engine like that ;) I own both and I like playing both. It depends of my "mind".
Also to note: Pixel Game Maker MV is currently in early access and just came out a few days ago, if you want a polished game engine wait it out to see how it grows, you can always play with the gamemaker: studio trial version in the meanwhile!

If you are looking into just action/platform game capabilities then the greatest difference is that one requires more coding knowledge than the other. Gamemaker has a drag and drop feature but it is limited and harder than actually using GML(the gamemaker coding language).
Again your decision will depend on how long you want to wait for a polished engine and how much coding you want to learn. :)
Godot isn't really a step up just more or less a workflow change, GDScript is getting typed language support in 3.1 and C# should be ready then. I myself really like Unity which is pretty simple to work with and I'd recommend bolt for visual scripting (if you can do it in c# it can be done in bolt)
MV is too buggy right now so I'd hold off for awhile.

You can build a game faster Pixel Game Maker. You can do more with GMS2. Which one is better for you? If you have to act like a moron when asking about it, do the gaming industry a favor and just stick to playing games instead.
