You would probably have to make a bunch of plugins. But I wouldnt be surprised if someone eventually did it.
Honestly learn a different program like Game Maker or Godot as you'll be much better suited. Pixel kinda forces you to do things that I simply do not like for rpg development, and if it's an A-RPG just run away from rpg maker.

The long answer involves me telling you it would take time and effort on your part as the community documentation is still being developed. If you want to create a game similar to Secret of Mana, Legend of Mana, or Secret of Evermore, I believe this is the best choice with the caveat that beyond the basic combat system and message/text system, you would need to develop everything yourself or form a small group and develop it(much easier to do things as a team).
If you are looking for a turn based rpg system then RPG Maker series has a solid system already enacted, their Active Battle Systems(ABS) are community developed and I believe the ABS named XAS Hero for RPG Maker VXA is the best ABS for the RPG Maker Series.
Now I believe that the Top Down Example for Pixel Game Maker MV is far better than the XAS Hero system in terms of collision detection, the ability to redefine the boxes, and far less lag during gameplay, it just does not have the premade scripts for an inventory, seasons, ect that the RPG Maker community has, but they can be used as a general guide on how you can go about developing them.
In short if you want a game like Secret of Mana, Legend of Mana, or Secret of Evermore but don't mind developing most of the rpg elements yourself then go with Pixel Game Maker MV(PGMMV). If you want an game such as mentioned above but less work, go with RPG Maker VXA and get the XAS Hero ABS. If you want a traditional turn based or Tactics based RPG go fo RPG Maker MV.
Now mind PGMMV can make a Tactics style RPG as well, it just has not been made yet.
Oh and regardless of which ever program you go with, you will need to learn to play with pixels, gimp is a solid program and free but photoshop always works!
