Can the groundskeeper take stuff off the picnic blanket when doing other things?

I put the radio down on the picnic blanket and then the groundskeeper chased us and took it away although he wasnt chasing after while we were holding it.

Yes he can. Try not to lead him down there. I recommend going into the lake and losing him before taking something to the blanket
