Should this stress my GPU as much as it does?
On a 2080Ti, and the GPU fan goes nuts pretty regularly.

It runs on a Quest 2 without issue, which isn't that much lower res than my G2.

Is that normal?

I can only add that I too have noticed abnormally high GPU usage from this app. And looking at resource manager, it is 3D rendering that is high. And it is actually worse when just in a menu. GPU usage goes up to 100% and temperatures rise to over 80 degrees celsius. I figured that it might be my GPU that is too weak, (GTX 1660 Ti, lol) but if someone with a stronger GPU is also noticing something like this, then maybe something is going on. I got concerned enough to stop using the app. I don't know if it was always this bad.

yes the computer can run hot fast so if you have a fan setting for your desktop put that on full blast as well.

Is it reasonable though? I've tried a few VR video players and none of them stress the GPU this much. It's not because 8K videos are too much for my computer, they run in other players without 100% GPU utilization, (which means that OP's computer should have less of an issue with their graphics card) And to boot, this is the case for me when not even playing a video. It is the only situation I have seen when actually playing the video (at least sometimes) reduces the stress on the graphics card. So something about the app itself is causing this. It should not be the case that an idle video player stresses the graphics card more than Half Life Alyx. It's too bad because I like the UI of Deo VR the best.

Sometimes you have other processes like updates running or perhaps more then one instance of something open hidden somewhere on the vr home launch. I remember using Microsoft app 3d program that was stuck open and running, I also shut down other programs on the home launch and turned off iobit programs in my processes.

So are you saying that this program does not stress your GPU and make your fan run high every time you use it?

Surely, this is a factor, because I have noticed that after a reboot, it can be ok for a while. So, clearing RAM or whatever does have an effect. However, it is still the only video player that starts to stress the GPU like this. Whatever may be running in the background does not seem to affect the other apps.

Sometimes the controller accidentally starts recording, so if there are vid capture files in
This PC/Videos or This PC/Pictures/camera roll then that can extremely use up resources.

Only sometimes.
