Report a translation problem
By default Deo uses LAV, not ffmpeg
(assuming you're using windows 10)
Make sure all ffmpeg instances are closed.
Maybe even close the Steam client.
Play an mp4 with Movies & TV app and close it again.
Do you now have ffmpeg still running?
I have K-Lite codec pack installed so I tried Media player classic, that doesn't load ffmpeg either. Codec Tweak Tool preferred directshow filters are set to default LAV
Deo also uses WMF.
The devs earlier could tell me ffmpeg is used to generate thumbnails in DeoVR, nothing else.
They have put it on the bug-list.

Glad to help, looking forward to a fix!
1. Download ffmpeg.exe:
https://www.gyan.dev/ffmpeg/builds/ffmpeg-release-full.7z (ffmpeg.exe is inside \bin\ folder)
2. Rename the ffmpeg.exe to ffmpeg.dll (Disable "Hide extensions for known file types" if you can't)
3. Replace it with the ffmpeg.dll in:
C:\Program Files (x86)\Steam\steamapps\common\DeoVR Video Player\DeoVR_Data\Plugins\x86_64\
4. Enjoy and leave an award :)
And this ffmpeg file is somehow broken to hang on thumbnail generation for some video files.
