No dice. Weird.
for DirectShow on (LAV filters) in LAV Video Configuration set hardware acceleration to DXVA native. I found Nvidia CUVID perform worse, and DXVA copy-back have some issues with memory. Assuming of course that LAV is preferred
Worse case you can try Codec Tweak Tool but that's at your own risk if you don't backup before making changes

I didn't even try nvidia since I do not have a nvidia card.
But I think it is weird that I can play VR games et cetera that perform great, but playing some video file gives me issues.
And once again, LAV filters are not required to play the majority of 5k, 6k, 7k content. DeoVR will play content smoothly on your system using the HEVC file extensions from the Microsoft Store with the "Direct Show" toggled off you your player (and a graphics card that supports HEVC decoding). Occasionally a studio will encode 5k content that requires Direct Show and for those few files LAV filters + Direct Show toggled on will play the content just fine.
Tried this all, no dice. Weird. Also, playing some video content can hardly be too taxing for my GPU. I tried all settings. Also, if you read my OP, I am saying lower than 5K started lagging after lav, and hevc didn't seem to do anything.
Furthermore, I found with 5k up to 7k videos if i set the frame rate to 90fps on valve index this was the 'sweet spot', but it doesn't seem to matter what I set it to for 4k videos now. FPSVR shows that my system is not struggling or dropping frames at all. It just jitters the whole way through...
Simply press ctrl+shift+esc and go to the performance tab.
