The requirement is either a USK rating (the "PEGI" or "ESRB" of Germany) or a simple Steam age rating. The later one is gotten by answering a few simple questions in Steam's Steamworks afaik. So this shouldn't even be 30 minutes of work for you.
Other than that, f everyone that is responsible for this stupid law. It makes no sense at all and is absolutely disrespectful towards video games as an art form, locking out adult people from buying games simply because they are abandoned, the devs don't do an age rating, etc. None of that is the fault of the gamers, and they shouldn't be locked out of buying good games because of that. A 6 year old can click on "yes i am adult lol" and buy the newest Call of Duty, the casino simulator NBA 2Kwhatever and co, but hey, at least they are safe from a cool, small 2D pixel adventure that's 100% safe for kids and adults can't buy it either. None of the people responsible for this stupid law have ever used a pc in their whole life and you can't convince me otherwise. They should all search for new jobs where they don't have a say in anything digital.
