Same here. Latest Windows 10, Intel graphics card fully updated, still getting error. Very frustrating. Looks like a reluctant refund.

Steam library > The Talos Principle 2 (right click) > Properties > Launch options
Put either -dx12 or -d3d12 in the box. May not make a difference though.

I'm experiencing the same on proton experimental, any fixes for this? I was able to run the game yesterday, but today I'm unable to. I'm not using any game launch options.
