Blue hologram that does nothing
In East 3, there is a "hologram" of a bio-human child playing near an elephant slide (the slide is part of the hologram). Neither of them does anything if I touch them.

Is that just something to look at, or can I do something with it?

That's what is called an "anomaly". You can't interact with it. You also can't interact with easter eggs.

You can't do anything with it.
It's just to look at, walk around it.

Obnoxiously, it does nothing despite numerous other holograms which you can find in the same game and the same level which DO activate recordings. Could have just made them a different color...

There are a lot of holograms of both types. I find it easy enough to distinguish between them. The ones with the recordings are mostly in plain sight and always one or more new humans. The other type is usually somewhat hidden and shows other things.
