DirectX 12 is not supported on your system. Try running without the -dx12 or -d3d12 command line argument.
When attempting to run the game for the first time I get the following error:
DirectX 12 is not supported on your system. Try running without the -dx12 or -d3d12 command line argument.

I used DxDiag and verified that I do have directX 12 installed on my system.

If it's this laptop https://www.msi.com/Laptop/GE75-Raider-10SE/Specification then it should be capable of running this game. Check that you have modern Nvidia driver installed.
If that won't help please provide logs as written here: https://steamcommunity.com/app/835960/discussions/0/3936769163096598065/
I had the same problem. I had to uninstall and find a better driver online to update mine to. Even then, occasionally it has returned to not working and I have had to reinstall again the driver. I have AMD Radeon and their website had an easy download. I hope this helps.

Very old Nvidia driver.

I see, MSI still provides only a very old driver. No idea why, maybe laptop's support already ended?
Anyway just install this general Nvidia driver and the game should work: https://www.nvidia.com/download/driverResults.aspx/212702/en-us/

My experience. That message means that the game has detected it will not run in environment it find itself in. No attempt is made to say what the problems are. For one thing, TP2 is one of those games that will not run on any os but win10+. MS Server os's included, regardless of whether they support dx12.

So, if your system is barely within specs, or reasonably close, and you are running win 10, use the function provided to determine what video settings you need. I know, you will want to crank it up, but resist the temptation.

Given actual win 10 and minimal video settings, TP2 will run.
