PVE land claim issue

I'm playing on official EU PVE and finally managed to claim one little piece of land. Last night my neighbor who has been hogging a lot of land somehow managed to place another claimflag or theirs almost to the border of my claim area overlapping mine and now my taming pit is says that it's not on my territory and will rapidly decay.
How is this even possible? If I try to place my claim flag overlapping even a little of someone else's territory I get a message saying "Can't place claim flag, too close to enemy territory"
I moved to play PVE because I was worn out by griefers and night raiders on PVP and even now I can't be sure that my base can be safe from some ♥♥♥♥♥♥♥.
Is this a some kind of bug or glitch they are using because it can't be right?

How on earth they manage to do that? There is no way I can place flag like that. There is even no way to counter or dispute this on PVE.

So the reason this happens, is someone else had their flag run out of time, and the contestor, can place a flag anywhere in the circle where the time has ran out, if you do this so close to the enemy circle, you end up overlapping and taking it over, filling in the gaps.

No. They had their flag further away inland, it used to overlap my territory just slightly as is normal. My flag had upkeep and 20 days till expire. They removed their former flag and somehow managed to put another one down closer to my territory border overlapping as you can see from the screenshot.

Who owns the territory? Can you still build inside your green circle or does it count as his?

The company that placed overlapping flag owns now that territory and I can't build on it and that taming trap that I already had built is now saying that it's not on territory and will decay fast. This sucks so much because I only had so little place where I could build anyway - most of my claim is deep water or steep cliff side. I managed to build a small base on a cliff platform. Now I'm worried that it too will be stolen soon if they can inch their way in and nibble my territory away like that.

Honestly, find a spot on Lawless. It's the only area you are guaranteed to keep your structures for 4 days, and timer resets to zero every time you log in. We shouldn't have to do this, but the Claims System is an absolute joke.

On pve server all the lawless islands are covered with foundations, I know - I've been looking and there is even no one online ever to ask if they could remove some of them or if there is they either wont answer or just make fun of you.

And I don't even want to go to lawless, I want them to fix their systems.
