From the text on the page it says "server hosts" so hopefully this also means player hosted servers and a re-creation like ARK Server Manager but for Atlas. We shall see!!

Using either a provided dev kit or the Unreal Engine, players can resculpt the landscape, create their own mods, and host their own Atlas servers at no extra charge beyond the cost of server hosting."

edit: still don't quite know how this is going to work yet considering the scope and size of this game essentially being the size of 1,200 ark maps slapped together but I am now at least hopeful, we'll be able to host our servers, especially if mods continue to be a thing they want to include.
For unofficial, you just buy the number of server slots you want from your host and scale the size of the entire world you want. Too many and it will be barren, too few and it will be crowded.
I use arkservers.io, they are looking into it right now. Love them, $14 per map per month. I have a 6 server ARK cluster I am opening to the public soon. I may add a 2 to 6 server Atlas cluster also.
