Report a translation problem
It has worked for me, I used to get 15+ mins of load times without it necessarily meaning I would actually load in successfully, but using the above, I've cut the load times to less that 3 minutes, and I can now get in without any issues. However it doesn't fix any network/connection issues there might be, or other issues.

Note: There are some it doesn't work for, and it's because there are other issues at play as well.
Hm.. What I would recommend you do, is download the windows debugger program from windows - it's free.
Then navigate to this folder address:
\steamapps\common\ATLAS\ShooterGame\Saved\Logs
Then identify the most recent .dmp file load that into the debugger program, and once it's in there at some point there should be an "!analyze -v" in blue text - click that, this will initiate an analasis of the dump file. It will automatically download the symbols necessary for debug as is processes the debug. This will give an indication what could be at fault. In case you're not that technical, you can also copy and paste entire debugging log here. The same applies for the most recent .crashstack file - which you should be able to open with wordpad or notepad. Furthermore, you might also be able to some degree of success the windows event viewer to identify the reason of the crash.

Do you get this issue when you're running the lowmemorymode? Or is that just when you're running normally?
Yes, it is Windows Vista.
Now go away and look at the system requirements for this game.
Vista was released 13 YEARS AGO, and stopped receiving updates 7 years ago, there is absolutely no reason to still be running it.
tl;dr: If you want to play Atlas, you need to upgrade your OS
