what does tool studies ?
Does it upgrade the quality of the tool we craft ?

There are different level of tools, like legendary, epic and such... if you don't have the skill to use the upper tier tools you can't use them :)

From my understanding they are drop only, so you don't learn how to craft them, you can only learn how to use them. Haven't found any yet though.
