I think the latter is the most likely scenario because of the mention that we'll be able to use the flag to reveal enemies still nearby, and preventing us from completing the claim; that would be hard to do if it wasn't already an existing flag in the encampment. It would also make the most sense since the structures of the encampment would already be tied to that flag and us eliminating nearby wild pirates and simply claiming the flag would be the simplest method of transferring ownership of the encampment.
It's a system that's being specifically designed for SP and non-ded, so either way, it will be set up to work for SP.
We can claim their territory, per the Captain's Log that announced them. Seems as well though that you could just beat them and not cap, and they'd eventually repopulate, I think.
And... great... now I'm going to have to make paintings for signs with kill marks and figure out where to stick them. Thanks for that idea... lol.
In any PvP game that idea should be standard. Show your kills. You pull up in a ship that has 40 s&cb marks on the side of their hull....better be nice to them. Now they need 2 types of markings. 1 for PvP and one for NPC kills. Some mechanic that burns the kill mark on your hulls.... Have yet to see any dev do this.
