There is also a chance you turned off some message/tool tip.
There are no claims in SP, it's all lawless because you can build anywhere and the game stops when you do. If you leave decay on, the timers just reset when you load back in again. If you don't want to see the timers, you can turn off PVE decay completely in the Advanced Settings. You will still get wear and tear on your boats from sailing but that's it.
There are 4 islands in M7. They are in the north, south, east and west parts of the grid. Since it's a Freeport grid, all four islands look the same, though they have different names. I don't know which island in M7 you're on, but just open your map (M) and right click to look closely at your compass. Sail as far around the island as you need to to orient yourself east and sail on if that's the way you want to go.
You can place a bed on your raft or boat, and that will be available to spawn on if you die. You will also get the option to respawn in the grid that you're in (on a random island) or back in M7 Freeport. So go ahead and build that bed so you'll have a spot to respawn close to you.
In single player you can stop any time. Even in the middle of the ocean, just lower the sails (just for safely, not always fun to load into a moving boat) and exit the game whenever you like. You'll load back in right where you left off. The game stops when you do in single player, so nothing will happen while you're not playing.
As I mentioned above, you don't need to claim land in single player, just build wherever you please.
The boats you encountered are Ships of the Damned. If you are able to keep your distance, they won't pursue you. I recommend practicing your navigation close to the island until you get the hang of steering. Once you practice with the raft, get the ramshackle sloop at the Freeport vendor.

No, you'll need to check the vendor at the end of the dock and see what resources it takes. It will be fiber, hide and wood, I believe, but I don't recall how much. Once you have the resources in your inventory, you can get it from him.
