Can you raise foundations out of the ground before placement?

Like in Conan Exiles you can hold Shift and Mousewheel up and down to pull it higher up or lower it.

No
But you can build Foundations without ground contact. Start with a Foundation... connect Stairs.... connect a ceiling to the stairs... now you can place a founadation into the stairs.
That should help building in bad areas.

I have noticed small diff in lowing or raising, but you can stack a few too, but higher will have lower hp.
