"Lone Wolf" Background not unlocking even though Lv. 30 is hit with Outis as active Background

The Title basically says it all. I did a Playthrough not losing the Outis Background and hitting Lv. 30.

My other Perks currently are
-Astronomy
-Scanning
-Navigation
-Fun with Maps
-Ace
-Techie
-Hard Worker
-Early Supporter
-Trial By Fire
-O. C. D.
-Traveler
-Near Miss
-Guardian Angel
-Agressive

My Fleet consists of two Corvettes (Hawk Lv. 23 and Dorothy lv. 19) and myself in a Venom

My Relations are:
PMC - Friendly (1426 - 3000)
Syn - Friendly (1001 - 3000)
Red - Neutral (255 - 1000)
VA - Neutral (810 - 1000)
COT - Neutral (390 - 1000)
Tech - Neutral (45 - 1000)

Hmmm- that IS puzzling, as you HAVE met all the criteria, and you have the Early Supporter Badge, so obviously you're not a new player, you have experience with Star Valor

I have Earned Lone Wolf once, and am currently doing it a 2nd Time (wanted to Start with a Dorothy) So I concur, Lone Wolf SHOULD have Unlocked

You only get 3 chances at it- Levels 30, 31, and 32, so I would keep your Save where it's at, don't overwrite it- Just play casually, and see if Lone Wolf Unlocks at Level 31- if not, go back to the Level 30 Save, unfortunately DON'T Play that Game Profile for a while, and see if Laious, WeaverSong, of another Deep Experienced Player can give you any help
(I've only played for a bit over a Year, yet do have 1,200+ Hours and all the Background Starting Perks- I consider myself an Experienced Star Valor Player, but there are still some Deep Obscure Concepts I have yet to know)

The only other thing I could think of is fully Exit out of Star Valor if the Level 31 attempt fails, completley Restart Steam, wait a few minutes, then Reload Star Valor, your Profile and see if it Unlocks reaching Level 31 again- I've never had Star Valor not work right, but some other games have been "strange" because Steam needed to be restarted, but didn't inform me with the "A Steam Update is available, would you Like to Restart" message

As i hit 31 it Triggered, i don't know why it needed to Completion of Lv. 30 instead of the Reaching of Lv. 30

It was a, well not though one i'd say, just a different kind of playthrough.

Choosing which missions to do because of reputation, sometimes shooting Civilians to bring it down.

I found it a lot easier once I realised I could snipe mercenaries without reputation change in a cloaked Mi Laoshu with a railgun and some missiles.
