No perks earned
Hi, I started a new game, with own setting, own ship, no tutorial, etc. I spotted that some perks, which I discovered during last game, do not appear now. For example fully expored 10 sectors - should be a perk, but did not get it this time. Also defeating an enemy assult army by my own - also should give some perk. However destroying 200 junk gave me the perk, so it seems that the fact the perk was already discovered during last game does not mean I can't get it this time.

Read the descriptions for the perks very carefully. Simply defeating an assault army for example is not enough. It has to be higher in level than you and you need to do enough damage.
Did you save your game after earning the perks?

Did you delete the save before starting the new game?

I know the first is required to have the perk accumulated into your perk list. I'm not sure about the second. It might not be needed.
Well, I've never had to "save" to get perks to pop. However, other than not meeting the conditions, did you start it on a "Relaxed" difficulty?

Saving isn't to get the perks to pop. It's to get the perks to save for your next runs.

I don't think that's true either. They're tied in to steam achievements, so as long as the steam achievement pops...

No, they are not tied to steam achievements. The dev has actually come forward and confirmed that you must save to preserve the in game achievement. Here, I will find his post.

The OP was experiencing a bug where the achievement was popped for steam, but steam wasn't relaying that to the game. On the title screen/perk menu.

I have experienced multiple times where the steam achievement has popped, but I immediately started a new game only to find the perk not available for a new game because I haven't saved. This even included with the DLC. The dev has stated you need to save first. This is what the OP is likely experiencing.

Well, I suppose the OP will need to clarify whether he's not getting the perks to pop in-game or he's not getting the already popped perks to show up on the title screen perk menu or new game. I'm reading as if he's not getting them to pop, which has nothing to do with saving.

I had a chance to test this today, and perk remained unlocked without saving. I know I'm a WEEK late to post here, but still I feel like leaving a note should be useful for later reference and don't know where to do else so...

Checked that Fun With Maps perk wasn't unlocked yet to me, loaded a game and gained it for the first time, then immediately paused and quit the game. The perk remained unlocked, and could select it on new game.
Tested in 2.2.2b, Hardcore save. Autosave had been turned off, and there was no station/warpgate nearby anyways.

Personally I'm surprised by this result, for we need to save to keep the ship unlocks.
