What you can also do is to kill some fleet members, warp out to reset marauders, then warp back in. The ships you killed will be saved.

Using the Mi-loushu and Lone Wolf background. Technology, Ordinancy and Armour Plating experience perks. For Other Perks, I went with Battle Rush, Combat Genius, Battleship Raid, The Perfect Predator, Legionary and Dogfighter. The map was set to one less than maximum size.
For equipment, I mostly stacked shields and nuclear generators with one shield charger. For skill points, I went with the combat tree, focusing on more damage, critical chance and critical damage.
I started to fight the level 13 Syndicate attack fleet at level 9 and by the end got to level 12. Using a Burst AP Overload Heavy Cannon and 2 point defence lasers I was able to loop around the attacking fleet to keep them all bunched together as I made strafing runs with the cannon, breaking off from the group and waiting for heat to dissipate. The point defence lasers were for attack drones that would occasionally latch on to me. The key seemed to be getting an attack fleet with no laser beams and dodging the incoming fire.
Hopefully this helps other people get this tricky achievement :)
I'm on my first playthrough, and I just got last starfighter and combat genius at once. Level 35, in a Guardian. Last thing I killed was a red skull dread.

The healers are a recent addition too, and they can be a annoying to deal with. Which in turn makes it more difficult to kill the rest of a swarm. Plus healers from previous swarms fly off when the attackers are all dead, but they don't leave the sector. So next swarm they come back to join the new arrivals. This can make an encounter more and more difficult if you don't have a way to kill them off. Which usually requires manually targeting them with something like beams to quickly shoot between other ships you're fighting.
