Pressing that alone takes your target into towing state, shift+activation slows and stops the target.
This is especially important because it's highly likely that the game will warp in a hostile when you hang out near the ship for a bit, so the faster you can tractor and warp away the better.
The tractor animation threw me off for a bit, so be aware that pressing the tractor key without shift will cause the ship to follow you. Pressing shift when you activate it will stop the ship from moving. The non-shift animation will push the ship away if it's closer than the games tow distance, so don't deactivate it if that happens. It's to be expected. The ship may bounce around a lot, especially if it's significantly larger than you. It was a PITA to drag my dreadnaught around since I was in a tiny frigate at the time.
Also if dragging a ship much larger than yourself go slow. The tractor beam connection is tenuous, and will break with sudden acceleration / stopping if the load is heavy.
