Report a translation problem
This issue is not in the reputation limits, but that the perk does not go out of its way to make sure you know what you are doing.
I have played this game for about 200 hours now.. I have never been able to get through the games joining the war quest without it bugging out. You can ignore all the game breaking perks all you like.. The game will still probably bug the quest out.. I must have like.. 10 different play throughs.. not a single one allowed me to join the children of terra.. at some point, the game just breaks.. the quest is unfinishable.. even without the gamebreaking perks.
Kill everyone.
Assuming you did still have Miner/Trader/Outis as background, the other way to ruin it is to "skip" honored and go directly to allied, which happens if you destroy a space station after you already have some influence. Could that be the case? This was fixed by now.
As far as waiting for more main story to launch the game, that was never going to happen afaik, the primary game is the sandbox, the story was always auxiliary and iirc it's growing beyond it's original scope anyway, so I'd rather have a game to play now, and the whole primary scenario wait until it's fully completed. Could be a little while
