Can't find Zeus and Perseus in Infinity Tower

I completed all 100levels, have recruited everyone except these 2. I used to saw Perseus somewhere but not Zeus at all. Any help?

Edit: Found Perseus, left with that dumbass Zeus

Zeus at final 100'th floor, and he'll join you after you unlock all other characters (176/177)

keep doing level 99, you will get Perseus

Honestly I think all officers have a small chance to spawn on all stages, but certain ones are more weighted to certain stages. My first encounter with perseus wasn't until floor 85, and my first encounter with odin was floor 83. Recruited both my first try thankfully, but when I was going back through stages for my last stragglers to recruit, I had odin spawn on the very first floor.
