Buff for DW and WO characters?
I know musou games arent exactly supposed to be balanced gameplay wise but some Dynasty Warriors and Warriors Orochi characters just plain suck compared to others. Wang Yuanji for example now does pitiful damage compared to her DW8 version and she got the worst sacred item. Also, Nu Wa's musou has laughable range that only hits the persons standing in front of her. It sucks that you have to pump her weapons with lots of fusion mats just to make her viable.

get the tenbu LV10 (don't know what it's called here) and attack range up attribute on your weapon and everything will be cake.

I feel the same, been cutting through everything with ease with kunoichi ever since I unlocked her, DW and WO characters seem quite inviable.
The only wo character I played that doesn't seem to suck is nine tails lady

At low levels, SW characters' Hyper Attacks give them unquestioningly better crowd control. As you get a few levels though, several characters like Zhao Yun, Sima Shi, Xiahou Dun etc.. become exceptionally powerful, and more than hold their own against their SW counterparts.

SWs can hyper enemy characters if they're juggled, and the proc rate makes the damage high if your weapon has elements. DWs have their ex charge attacks, on-demand buffs, and some huge musou/uniques. Orochi originals mix and match a little.

As of right now, I've found everything I could possibly need in Kunoichi (which I already loved in prior instalments): Hyper Attacks to move fast, her normal magic gathers mobs and officers together and airs them, her unique magic is excellent for crowds, her XXYYY combo deals a huge amount of damage to officers.
But what I've been doing mostly is:
Kunoichi -> Normal Magic (gathers mobs) -> Kyubi -> XXXYYYYYYYYYYY -> repeat
And as said before, hyper attacks triggers weapon elements which seem to be considered magic damage as far as I observed, which allows me to easy kill Chaos Origins without losing my hit combo (and consequently the buff from Surge)
Depending on the mob distribution of the stage I get to accumulate 20~40k hit combos which deals a decent amount of damage on unique magic against stronger officers

With Wrath or Brilliance, multihit attack will shine.
Ares... his flamethrower attack that kills Odin in sec. His other charge attack moveset are kinda slow even though unblockable.
Athena... no idea. Don't enjoy shattering enemies just to chase them. Her job is petrify and cheese.
Nuwa... short range but her normal attack go so fast its totally viable not to use a single charge attack yet still able to juggle.
Cai Wenji on a horse with iceslay.

The general that does crazy damage without gold elements for me are buffed Guan Yu/ Zhang Fei with destruction, cloned Nene with Divinity, Tadakatsu with slay/bolt C3 without followup, Guan Xing with alacrity+destruction in musou rage. These are the ones I used exclusively to farm unique weapons or add prosperity/appraisal to farm superior tier3 since they don't require that much weapon slots to power up.
Muneyori can be used to gather enemies using normal magic and kill using hyper attacks but I prefer to soam endless musou, unity magic with the mentioned 5.

Speaking of which, one thing that makes SW characters super good this time around is that their hyper attacks can trigger weapon elements meanwhile DW characters require you to fuse their weapons with an element. I dont know if this was a design oversight but it really gives SW characters an edge at low levels.
