If you're sticking with the cheap housing, having other items in there can lower the likelihood of the refrigerator being stolen. If the refrigerator is the only item there, you're guaranteed to lose it when that random event occurs. I recommend holding off during crime waves; wait until it ends, if possible.
Remember that the potential benefit of the refrigerator shrinks as the game wears on, though. If you're playing a long game (30 turns) and you're on turn 15, a refrigerator plus the food to stock it might not really give you many advantages compared to going to Cluckers, provided you're using a car and don't have any bonuses that rely on a refrigerator.
