How soon can you modify the custom character?
After the beginning/initial creation that is.

Te customizer is now on the start menu, I believe you can customize at any time while in free roam.

Well I'm 7 hours late so you probably know more than me about it lol Sorry I didn't see this earlier

I got done wiht Level 2, I don't see it in the Start Menu.

It's somewhere after level 3, yes. It's both in the pause screen and also in Stryker's. (you can even quickly teleport there via a teleporter in the back of the Hall of Doom after level 3.)
