How do you play splitscreen with a friend online?

If you can figure out how to play Europa Universalis IV then I am sure you can figure out how to connect a second controller or press F2 on your keyboard when in game. The game doesn't have online multiplayer but you can use Play Together which is a feature by Steam that lets anybody join you without downloading the game but both of your internet connections must be really good in order to stream the game.

You can use Steam Remote Play.

When ingame, just invite another play for Remote Play and then the other player can just normally use the controller as a 2nd player.

For best experience an upstream of at least 6MBit is recommended! The client can set the connection details in the Steam settings prior to connecting via Remote Play.
