Red Hood Boss Activation?
I saw that Red Hood is unlocked by defeating him in a boss fight on top of the Iceburge Lounge. I go to the area, but he hasn’t spawned. Does anyone know the trigger for him? He’s my absolute favorite, so I’d really like to know. Thanks!

Have you cleared some of the quests/puzzles near the Lounge? that may trigger him to appear. (I'm not sure, haven't got him yet myself)

Edit: I suggest doing quests in places around gotham; as certain quests will trigger others; sometimes they won't even be close to the start point. No idea which one triggere the Red Hood fight, still.
